Dynamic Coordinated Management Model of Programme in Large-Scale Construction Company

摘要： Large-scale construction companies develop rapidly when facing more and more opportunities and challenges of programme contracting. However, project management technology, not meeting the requirements of firm growth, still stands proud, while relevant programme management methods have not been well studied. Therefore, this paper commences innovative application of coordinated management theory to programme management according to the need of changing the existing management mode in large-scale construction companies, then puts forward the dynamic coordinated management model composed of the dynamic coordination of function module, interface module, support module and evaluation module. Besides, coordination degree was introduced to make auxiliary analysis, so that companies can utilize internal and external resources more effectively to realize the goals of programme management as well as enterprise strategy.

中国建筑企业海外经营合规管理研究

摘要：

中国建筑企业“走出去”、海外经营可持续发展，离不开有效的合规管理。本文系统梳理了世界银行对于资助建设项目的制裁体系，总结了发达国家、国际组织针对大型企业跨国业务运营所采取的管制措施，相关内容是中国建筑企业掌握国际通行规则、合规开展国际业务的技术性参考。重点针对 2009—2020 财年中国建筑企业海外经营发生的“不合规”事件开展分析，总结了“不合规”事件的基本特征及面临后果，指出了国际监管力度逐步加强、项目东道国的业务经营环境不佳、母国对建筑企业海外经营的规制薄弱等突出问题。研究建议，我国应加强正式和非正式的国际合作，加快刑法激励机制、行政监管激励机制等法律制度建设，融合先进技术对建筑企业进行合规指导与合规监管，注重培养涉外业务合规管理人才，着力提升中国建筑企业海外经营水平和合规管理能力。

制造企业与制造物流组织的对偶原理

摘要：

制造企业与制造物流的产业组织存在经济学意义上的对偶关系。这种对偶关系取决于三个基本要素：①以制造产品为对象组织生产的规模经济效果；②以制造技术为对象组织生产的规模经济效果；③以制造物流为企业产品交换纽带的交易成本。当制造技术进步和制造物流组织具有规模经济与网络经济效应时，制造物流才能做到迅捷性、低成本性、准时性和可靠性，支撑我国实施制造强国战略。从制造企业的生产组织分析入手，将制造企业划分为以制造产品为对象和以制造技术为对象的两种理想化生产组织，建立模型分析了它们与制造物流的组织耦合特性。

摘要：

系统分析了中央企业在我国经济中的地位和作用、中央企业本身技术需求、经济实力、科技资源和成果转化特点，指出中央企业应该也能够率先成为自主创新的主体。而要实现这一目标，必须充分调动企业、企业科技管理人员和企业研发人员技术创新的积极性，结合神华的成功经验，提出了企业基于技术资源整合成为自主创新主体的新模式。

燕山石化公司乙烯装置66×10⁴t/a扩能改造方案的研究与决策

摘要：

燕山石化公司30×10⁴t/a乙烯装置1994年完成第一次扩能至45×10⁴t/a的改造后，仍存在原料灵活性差、能耗高、与同期建设的乙烯装置比规模偏小等问题。以全面提高技术水平、降低能耗、增加原料灵活性、尽可能扩大生产能力为目标，充分考虑方案的可实施性、实施时的安全性、实施后的可操作性及方案的先进性和经济性，对装置技术改造的方案进行了比选研究。经改造，实现了生产能力扩大到66×10⁴t/a的目标，实际可达71×10⁴t/a，装置能耗明显下降，石脑油、轻柴油、重柴油、加氢裂化尾油均可作为乙烯原料。在世界上，首次在乙烯装置中采用混合冷剂制冷技术和碳三催化精馏加氢技术并获得成功，对世界乙烯工业技术进步有推动作用。

评价网络理论在电力公司反应堆建设决策中的应用

摘要：

电力公司反应堆建设中的一个决策问题，是如何依据过去经验和试验结果来选取最优的建设方案。评价网络理论（valuation networks）是贝叶斯决策问题表示和求解的新方法。以某电力公司为例，应用评价网络理论，以反应堆建设的决策问题进行分析，给出了决策问题的具体表示和求解的详细过程。

Analyzing sustainability of construction equipment in the state of California

摘要： Construction equipment encompasses highly polluting machines adversely affecting the environment. Management tools are necessary for sustainability assessment of construction equipment fleets to allow contractors to reduce their emissions and comply with local or federal regulations. In addition to management tools, there is a need for a metrics that will allow companies to accurately assess the sustainability of their construction equipment fleets. The State of California USA is adopting innovative approaches to reduce adverse impact of humans on the environment. Once successfully implemented, the chances are that such practices attract other states to adopt similar approaches. This paper presents an evaluation of construction equipment fleets and data analysis. When measured and recorded, such results can be used along with decision-support tools for selection and utilization of construction equipment. The metrics for construction equipment evaluation as well as the tool for sustainable decision-making are developed based on readily available data from manufacturers or maintenance shops without a need for additional effort by contractors or government agencies for their adoption. The metrics developed and the decision support tool incorporate logical strategies of supply chain management for optimal selection of construction equipment for construction site while taking into account the availability, cost, and mobilization related constraints. The metrics and the model can benefit both the government agencies responsible for inspection of fleets and owners of construction companies in their decision-making processes related to environmental sustainability.
